Wash the bell pepper and sweet potato thoroughly. Peel the sweet potato and cut it into small 1/2 inch cubes. Remove the seeds and stem from the bell pepper, and cut it into small pieces.
Place the sweet potato cubes into a steamer basket over boiling water. Steam for about 8 minutes.
Keep the sweet potato in the steamer, and add the bell pepper pieces to the steamer and continue cooking for another 3-4 minutes. Steam them until both vegetables are soft and easily pierced with a fork.
Transfer the steamed vegetables to a blender or food processor. Add 2 tablespoons of water, breast milk, or formula.
Blend until smooth, adding more liquid if needed to reach desired consistency.
Let cool to room temperature before serving.
